Null Packet Stuffing

Can Nimble Streamer send Null Packets Stuffing? Or something like that?
What is the request? We agree that even if it is a CBR stream, the bitrate will vary slightly in relation to the video content.
My client is requesting the sending or configuration of Null Packets, so that the bitrate remains more constant, leaving only one line on the graph. And the ideal way to do this is to send null packages.
